The Crossville City Council in work session on Tuesday, discussed options to partner with the YMCA for an indoor recreation facility as well as downsized designs from architects. New cost estimates for a 59,400 square foot building are at $39.5 million with $6 million of that in contingencies. A partnership with the Y could trim that by $10 million if the organization commits to a donor driven capital campaign. Council members also discussed the formation of a Sports Authority and a Tourism Development Authority that could be used to issue bonds for construction of the indoor rec center. Under an authority board, property tax would be off limits for payback of the bonds.
