Drive-By Shooting Leads to Arrest in Putnam County

One person was arrested following a drive-by shooting in Putnam County over the weekend.  On Sunday (June 22, 2025) at approximately 1:20 pm, Putnam County Sheriff’s Deputy Dustin Cravens was dispatched to Rock Springs Road in response to a report of gunshots.

On the scene, Deputy Cravens observed what appeared to be bullet holes in the front a home and witnesses reported seeing a black vehicle leaving the area at a high rate of speed. The bullets were recovered.

While the initial investigation was underway, a traffic stop on Birdwell Lane in Baxter netted  17 spent shell casings matching the caliber recovered from the Rock Springs Road shooting.  An AR-style rifle was also found in the roadway on Birdwell Lane. The driver, who identified himself as Felipe Ruyz Pacheco, admitted to firing the rifle at the residence and discarding the weapon out of his vehicle window. He also confirmed all shell casings found in the vehicle were from his firearm.

Pacheco was taken into custody and charged with Reckless Endangerment, Fabricating/Tampering with Evidence, and Vandalism. He is being held without bond and has a court date of June 25 (2025). It was discovered that Pacheco is in the United States illegally. At this time, it is unknown if the name he provided is his true identity. (Photo courtesy PCSO.)
