Cumberland County School Board Approves Contract for Director of Schools Rebecca Farley

The Cumberland County School Board has approved a new contract for Director of Schools Rebecca Farley, finalizing her transition from interim to full-time leadership. The contract passed during a board meeting Wednesday by a vote of 5 to 2.

Farley’s contract includes a $135,000 annual salary, a $600 monthly vehicle allowance, and the potential for a performance-based bonus of up to $5,000. However, board members agreed to delay any performance incentive until after a formal evaluation process is established.

Board Member Scott VanWinkle raised concerns about including the bonus in the contract before evaluation criteria were in place.

“We still don’t have anything other than a survey that’s based on feelings and not facts,” VanWinkle said. “We need a solid framework before we start offering bonuses.”

Farley’s first evaluation is scheduled for summer 2026, giving the board time to develop clear performance metrics. The board also debated the contract’s four-year term. VanWinkle argued that four years was too long for a first-time director, while Board Member Sheri Nichols said a longer term would promote stability and commitment.

“I think we have to be brave enough to say we’re going to give this four years as an incentive for people to work hard,” Nichols said.

The contract also includes a $600 monthly vehicle stipend, a departure from standard school policy that typically requires mileage reports or the use of district vehicles. Supporters argued the stipend would simplify travel for Farley, whose duties require covering the entire district.

Board members Anita Hale and VanWinkle voted against the contract. Nicholas Davis and Jon Matthews were absent from the meeting.
