Oak Ridge Man Charged With Attempted First Degree Murder After Hitting Pedestrian Early Monday Morning

An Oak Ridge man has been charged with Attempted First Degree Murder after an adult female pedestrian was struck by a vehicle early Monday morning (9/1/2025) in Anderson County. The Anderson County Sheriff’s Office reports it happened around 1:15am on Haney Hollow Road in the Marlow Community.  In addition to Attempted First Degree Murder,  21-year-old Timothy L. Black has also been charged with 2 counts of Aggravated Assault, Leaving the scene of an accident, Failure to report an accident, Reckless Driving, 2 counts Reckless Endangerment, Vandalism, and Failure to maintain a single lane.  The victim, 37-year-old Wanda S. Phillips, of Clinton, was transported to the University of Tennessee Medical Center. .
