A TBI investigation has resulted in the indictment of the former director of the Scott County Emergency Management Agency on one count of Sexual Battery. Agents say 52-year-old David Brewster inappropriately touched a female first responder while at the scene of an incident. On Thursday (2/5/2026), Brewster turned himself in and was booked into the Scott County Jail on a $2,000 bond.
