USDA Approves SNAP Food-Choice Waiver for Tennessee

On Wednesday (Dec. 10, 2025), the USDA announced the approval of SNAP food-choice waivers for Tennessee and five other states.  The waivers will amend the statutory definition of “food for purchase” under the Supplemental Nutrition Assistance Program (SNAP) beginning in 2026.

Tennessee requested to amend the SNAP definition of “food for purchase” to exclude processed foods and beverages such as soda, energy drinks, and candy. The waiver now allows Tennessee SNAP recipients to buy some hot prepared food such as rotisserie chicken.
