A drowning on Watts Bar Reservoir is Tennessee’s first boating fatality of the year. Sixty-five-year-old Steven Hayes, of Sweetwater, and another man were fishing in a small boat on Friday, February 27 when Hayes ended up in the 48-degree water. He was not wearing a life jacket.
